Project Description

The goal of the USAID Teacher Excellence Initiative Activity project is to improve the quality and relevance of teacher preparation in Egyptian public universities so that current and future primary school teachers have enhanced skills to increase student learning and advance the Ministry of Education and Technical Education’s (MOETE) reform. The activity will achieve this goal through the following results:


  • At least 7,500 pre-service teachers in undergraduate programs at Faculties of Education in five Egyptian universities have the skills and knowledge to apply practice-based, experiential teaching methods in the classroom.
  • 5,000 in-service teachers in postgraduate programs at Faculties of Education in 15 Egyptian universities apply practice-based, experiential teaching methods in the classroom.
  • 50 Government of Egypt personnel from the MOETE, the Ministry of Higher Education and Scientific Research (MOHESR), and the Supreme Council of Universities demonstrate improved capacity to jointly plan, manage, and adapt teacher education.


Job Description


The Education
Research and Policy Manager supports greater collaboration and stronger research among researchers and decision makers working to improve primary teacher preparation. Within the USAID Teacher Excellence Initiative s/he supports Result 3, a crosscutting component that works to increase alignment between primary teacher preparation at public university faculties of education (implemented under the MOHESR) and education reforms and expectations for teachers and education in primary schools (implemented under the MOETE).

The ERP Manager will read, analyze, and summarize technical documents on professional issues, prepare professional presentations on important topics related to teacher education management and policies, and work with international experts to design courses, webinars, research grant applications, papers, and other activities, in close collaboration with other mid and senior staff. S/he will organize technical seminars, performing both technical and administrative tasks in the preparation of workshops, and report the results, recommendations, and follow up activities, in coordination and collaboration with corresponding assistants of senior stakeholders at the central and governorate level.

This position requires strong education technical and administrative professional experience, excellent ICT skills, thorough research skills, report writing skills, organizational management and communication skills, and an ability to respect confidentiality issues in a sensitive political environment.

The Education Research and Policy Manager reports to the Senior Higher Education Policy and Governance Advisor and has a prime responsibility for coordinating activities and Research Grants activities ensuring coherence and consistency with other Teacher Excellence Initiative activities.

Responsibilities include:

Planning and Implementation of USAID Teacher Excellence Initiative Higher Education Policy and Governance (HEPG) Activities

  • Support Sr. HEPG Advisor in preparing the annual work plan, the preparation, planning and implementation of events, recruiting consultants, and any relevant activities related to the improved collaboration and joint planning among MOETE, MOHESR, and SCU representatives at all levels.
  • Support the development of the agenda of senior level meetings with stakeholders of both Ministries and Senior FOEs leadership and Senior MOETE governorate personnel.
  • Organize and facilitate seminars, meetings, panel discussions, workshops, and conferences, maintaining accurate records of events at the central and local level, in close coordination with the logistics team.
  • Prepare and track activities of all the procedures and steps to be taken in preparation of events and monitor the progress ensuring prompt and punctual implementation.
  • Develop and maintain an updated roster of stakeholders from Ministries, FOEs, and local MOETE personnel.
  • Conduct research and literature reviews of a wide range of important topics relevant to the USAID Teacher Excellence Initiative objectives including teacher education, pre and in service preparation, research on teacher education, policy dialogues, developing policies etc.
  • Prepare professional presentations.

Support Research Grants Program

  • Participate in the development of grants technical procedures and guidance, the technical review of grants applications, coordinating closely with the Grants Manager, who provides financial and operational oversight to the grants management process.
  • Highlight opportunities to generate research on gender and inclusion in research.
  • Support the grantees in maintaining communication with the partner university researchers, ensuring momentum, and adherence to timelines.

Administrative Tasks

  • Write, edit quarterly and annual report inputs in accordance with Annual Work Plans, and monitor progress.
  • Follow up with the Sr. Higher Education Policy and Governance advisor on action plans and decisions made. Develop, maintain, and report on program timelines and other prescribed documents.
  • Maintain a record of data collected from the Faculties of Education related to Governance and Policy.
  • Work with training officers to obtain relevant materials and services for Governance events and activities.
  • Coordinate multi-sectoral interventions at community, regional and national levels.
  • Respond to other priorities and tasks, as needed.


Qualifications


The candidate for this position shall have at a minimum the following qualifications:

Education:

Master’s degree in relevant field, PhD in education preferred

Skills and Experience:

  • A minimum of seven years of relevant experience.
  • At least three years of experience working in the Egyptian Higher Education sector.
  • Excellent ICT knowledge and skills
  • Exceptional communication skills, and the ability to quickly respond to the needs of the project to meet the goals and targets for the delivery of senior leadership activities at selected Faculties of Education.
  • Demonstrated experience and knowledge of Faculties of Education programs.
  • Experience supporting sub recipients and partner organizations to meet quality standards.
  • A deep understanding and developed relationships with actors across the higher education sectors.
  • Experience working with public institutions including primary schools in coordinating and building quality teacher education programs.
  • Knowledge of and exposure to innovative approaches to strengthening higher education programs.

Language:

Excellent reading, writing, listening, and speaking skills in Arabic and English are required.
